I have found the most fantastic shoe bargains at Ross. You need to approach this shopping trip with an open mind, however. A haven for impulse shoe buying. Inconsistent merchandise, so shop often. If you have a size 6 or less, check out the kid's section, before you leave.
Pros: inexpensive, variety
Cons: self-serve, inconsistent

Shoes on open racks arranged by size - be prepared to spend some time looking through what they have in stock. Great discount prices on first quality brand names - wonderful sandals by Aerosole, Naturalizer, etc.
